The Special Investigating Unit (SIU) is inviting stakeholders to contribute their inputs on the Draft National Corruption Risk and Prevention Framework, which supports and conforms to the National Anti-Corruption Strategy (NACS). The deadline is Friday, 7 November 2025 – an extension from the previous deadline of 24 October.
The purpose of the framework is to provide guidance on how to address and manage corruption risks. It is applicable across the public and private sectors, as well as the broader South African society.
Its foundation is a risk-based approach to corruption, with the emphasis on prevention, says the SIU. “The framework focuses more on a proactive rather then a reactive approach, premised on the NACS principle that ‘prevention must have more emphasis than reactive measures’.”
These preventative measures would include:
- Lifestyle audits;
- Data analytics;
- Integrity checks;
- Vetting processes;
- A vulnerable sector risk approach;
- The constitutional injunction to comply with international obligations.
The framework is divided into five broad sections – background and introduction, corruption risk management and prevention structures and processes, sectors, organisations, and processes most vulnerable to corruption, institutional structures, roles, and responsibilities, and monitoring and evaluation.
It is underpinned by the following guiding principles:
- A whole-of-society approach;
- Good governance;
- Reliance on scientific approaches to risk management, and supplementing these with context-specific guidance on the identification, analysis, evaluation of corruption risks, and related treatment options;
- Integration with cross-cutting policies and compliance obligations;
- Identification of sectors, organisational features, and processes that may increase corruption risks and provide guidance on possible responses.
