Public urged to comment on Reviewed White Paper on Local Government

The Department of Cooperative Governance and Traditional Affairs (Cogta) encourages the public to comment on the Reviewed White Paper on Local Government, which was gazetted by Cooperative Governance and Traditional Affairs minister Velenkosini Hlabisa on 7 May. This is the second round of comments, with the first having taken place in mid-2025, and the reviewed white paper incorporates key proposals received during that time.

In contributing to the paper, says the South African Local Government Association (Salga), people can actively participate in the process of redefining the next phase of local governance.

In a statement, Salga emphasised the importance of members of the public, civil society organisations, state institutions, traditional leadership structures, business formations, labour, and all interested stakeholders participating in this “defining and historical process which will determine the kind of local governance communities experience in the next decades”.

Any person or institution wishing to submit comments must do so by no later than 28 May 2026.

Submissions may be sent via e-mail to:
