Cooperative Governance and Traditional Affairs (Cogta) minister Velenkosini Hlabisa officially launched the review of the White Paper on Local Government on 20 May 2025. Hlabisa called for all interested parties to make submissions, saying that the success of the review relies on a whole-of-government and whole-of-society approach, and that contributions were required across all three spheres of government and from every segment of society.

Cogta released a discussion document on 10 April 2025, which outlines nine policy priority areas for transformation, including financial reform, the depoliticisation of municipal administration, and the reduction of spatial inequality. The public was invited to submit inputs on the discussion document by 30 June 2025, ensuring that all South Africans have a voice in shaping the future of local governance.

Now Hlabisa this week announced an extension of the deadline for submissions, changing it from 30 June to 31 July 2025.

“This decision follows heightened interest from stakeholders across the country and numerous requests for additional time to prepare and submit inputs,” said Cogta in a statement. “The Ministry recognises the importance of inclusive participation in shaping a responsive and effective system of local governance, and thus welcomes the active engagement from all sectors of society.”

The extension provides an opportunity for broader consultation and deeper reflection, added the department. “We encourage all interested individuals and organisations to take full advantage of the additional time to submit their views. Your contributions are essential to strengthening the future of local government in South Africa.”
