Today, 17 October, is the deadline for individuals and interested organisations to make written submissions on matters relating to the scope of the enquiry of the parliamentary ad hoc committee set up to investigate allegations of criminality and corruption in the criminal justice system, made publicly on 6 July 2025 by KwaZulu-Natal police commissioner Lieutenant-General Nhlanhla Mkhwanazi.
Through this process, the committee will assess the veracity, extent, and implications of Mkhwanazi’s wide-ranging allegations regarding security matters, brought to the nation’s attention during a media briefing on the work of the province’s Political Killings Task Team.
Section 59(1)(a) of the Constitution creates an obligation on the committee to facilitate public involvement in its processes, and individuals and all interested parties must be offered a reasonable opportunity to be informed of the committee’s work and to have an adequate say in the process.
The committee will only consider submissions which relate to the scope of the enquiry. Written submissions, including supporting documentation, intended to place evidence before the committee, must be provided under oath or affirmation. Individuals or organisations requiring assistance in preparing a sworn statement or submitting evidence are encouraged to notify the committee so that appropriate support can be arranged.
All contributions should reach the committee by no later than 17 October 2025.
Please send all submissions to adhocmkhwanazi@parliament.gov.za.
Term extended
Parliament has also just announced the extension, granted by Speaker Thoko Didiza, of the committee’s original timeframe, from the end of October to 28 November 2025. Members welcomed this extension, as it provides for additional time for the committee to execute its mandate.
The announcement came during a meeting on Thursday evening, wherein the committee received reports on the legal opinion on the participation of certain members and the identification of further witnesses, among others.
Regarding the public participation process, the committee heard that so far 325 submissions have been received. Hearings will continue today with the testimony of suspended police minister Senzo Mchunu. Next week, the committee is expected to hear from former police minister Bheki Cele. The committee also finalised a list of high-ranking police service officials that will be called to appear before it.
The committee is empowered by the National Assembly Rule 253 and was established following Mkhwanazi’s public announcement of his allegations. Please visit this page to access all documents relating to the committee.
