Efficiency by government departments and entities is not only promised as part of the Constitution, but it is also expected by citizens who rely on the state to deliver certain services. Local government is particularly critical to the happiness of its communities. Our hero this week is a small municipality in the Free State district of Lejweleputswa – Masilonyana Municipality.

Municipal manager Sipho Mtakati led by example in a recent case that Corruption Watch investigated for alleged tender irregularities linked to several services. A member of the public reported to Corruption Watch, citing irregular contract management by the municipality in favour of several service providers.

After engaging his office, Corruption Watch was impressed with the professionalism and efficiency with which its requests were followed up and feedback provided.

“The municipality provided Corruption Watch with all the information we had requested and full explanations on how each of the service providers were appointed,” said a member of the organisation’s legal team.

“Mr Sipho Mtakati gave his full co-operation to CW which is not always the case when it comes to accessing information, especially at local government level.”

Masilonyana is a great example of an organ of state that is transparent, co-operative and efficient in responding to queries for access to information.
